Well they are people who generate money for you when they view their advertisements. There are 2 main types of them:
Direct: the ones that registered from your link/banner
Rented: the ones you rented to click for you
These referrals are the key to winning huge amounts of money (200$/day). A thing to remember however is that if you do not see any advertisements today you wont get any money from your referrals clicks tomorrow. The referral menu can be found on the left sidebar and looks something like this:

These are the ones that you referred directly to Neobux. In the Banners section you can find links and a variety of banners you can use to attract referrals. You can use anything as long as it respects the rules (you tube, facebook, twitter, blogs, emails, ppc)
Neobux offers the option to rent referrals. Everything that has to do with renting, renewing, recycling them is done from a special separate balance (Rental balance). Go to Summary and then click the + next to Rental balance. You can add funds from multiple options:
Referral: its id, you cannot see its name unlike your direct referrals
Referral since: the date you rented him
Next payment: the date it expires (expired referrals will cost you so NEVER let them expire)
Last click: when he last clicked to view ads (you can identify inactive referrals from this and recycle them)
Clicks: the total number of clicks
Avg: the referrals average.
A referral is automatically rented for one month. After that you must renew him. You can renew them by up to a year. Here's a table with their costs:
